The cleanest way to re-install the way you seem to want to would be to:
- Delete the WordPress Directory, or, if WordPress is installed in the Root, delete all the files and directories in the Root of the Domain, assuming you don’t have anything else except WordPress on your domain; and
- Empty your WordPress Database – phpmyadmin is the most common way to do that
You would then download WordPress again and follow the instructions for installing from scratch.
Why is there not a Delete button the Admin panels? Too likely that someone will do it by accident.

The problem is the cPanel “Softaculous” blog instal system with my webhoster
It asks for appearance choices etc from the start, so I have no way to just delete file and the instal new as “clean import”
I’ll try via https://wordpress.org/download/ possibly work better…

cause in wordpress “FAQ type info” as googled, lots of info that in “Tools” and “Dashboard” wp admin “my blogs” etc as mentioned they say there are “delete options”, so should be there…
You are right, I was assuming you had done an install in the manner described at https://wordpress.org/download/
Like you, I have used Softa…. in the distant past and ended up deleting the WordPress files and database and starting over from https://wordpress.org/download/
I found that I still got messages from Softa… every once in a while, but just ignored them.
