Have you tried to change the permissions of the uploads folder via an FTP client?
Set ‘wp-content/uploads’ folder to 777.
You can use something like FileZilla for free, connect to your server using the same login details you use to connect to your host/cpanel and navigate to your uploads folder, right-click it and change the permissions.

yes we have tried and discussed the issue with my hosting provider, and still getting error , now they referred back as only That can be done by the wordpress developers. the error is; Unable to create directory uploads/2016/07. Is its parent directory writable by the server?
my hosting provider ensured that WP directory for uploads is writable
and ftp is 777,

WordPress is powering around 26% of the internet and this definitely isn’t an issue that needs to get fixed by WordPress core developers. If there are restrictions on your server where WordPress can’t create a particular directory, then this is an issue on your server which needs to get fixed by your hosting company (not by WordPress developers).

Check Settings>Media
upload path should only be wp-content/uploads
anything before that like home/user/public_html/wp-content/uploads/2016/07
Everything should be removed except for wp-content/uploads

Please ask your hosting providers about the files and folders permission! I think, they need to use some “CHOWN” code (for the ‘user’ and ‘group’ permissions on their server at your hosting package).

@ MH THEMES , YOU HAVE not clearly read my post, when I say the issei is discussed with my hosting provider , and confirmed by hosting provider experts no issue on the server, but thanks any way
