That is definitely a feature of Jetpack, and I do see several instances of Jetpack within your site’s source output at http://mbtca.org

So, it would appear that either you or someone else with Administrator access to the site did install and configure Jetpack.

If you just want to get rid of Jetpack in hopes that you’ll then be able to log in, you’ll need to access your server via SFTP or FTP, or a file manager in your hosting account’s control panel, navigate to /wp-content/plugins/ and delete the entire /jetpack/ directory from there. You’ll then be able to log in and reinstall Jetpack if desired.
