Installing Themes and Plug Ins

Hello…I have a site up, and my IT guy installed WordPress…but it’s bare bones. There’s no themes and no plug-ins (and no options in the menu to acquire them). I can’t even connect this site to my WordPress account. How can I get a theme installed, get the ability to load in some plug-ins, and connect it to my WordPress account? Thanks.
