Message: File contains suspected phishing URL

However when I look at the .htaccess file the IP address is mentioned twice and preceded with this code:

Require not ip
Deny from

So I don’t think this is a problem because the IP is there to be blocked?

Hello Sjoerd_W,
Yes, that looks like a false positive. If you know why the IP is there and you want it to be there you can dismiss the message and tell Wordfence to ignore it in future scans.
