Full Justification – one has one does not

Two different blogs. logikalblog.com and interestingauthors.com/blog
Both automatic update to 4.5.2 both running the same ZeroGravity theme.

When I edit posts on logikalblog I see the full justification button but on the other site I do not. On logikalblog I see a 2 row icon heading at the top but on the other only the single row. Somewhere there has to be a configuration setting, but I cannot find it.

What controls the editor configuration so toolbar displays as 2 rows instead of 1.
