If I require an account, how is it handled with PP Express?

I require them to make an account but they use PP express does it make an account for them?
I sent out 43 orders from last weekend. all but 1 person used PP express without any account creation. Which means that they can’t access their order to get tracking information because essentially there isn’t a user account created. Talk about your customer service nightmare.
Anyways…If I force account creation will PP express create the account with their details or do they still have to fill out the long form? What’s the difference between PPE account required and PPE no account required? How does that work?
