Don’t depend on the title attribute for abbreviations; that’s not an accessible method for communicating the meaning of an abbreviation. If you want the meaning of an abbreviation to be available, either provide it in full text on the page the first time the abbreviation is mentioned or link the first instance of the abbreviation to a definition of that abbreviation.

While it is not the ideal solution it is still a viable option and recommended in certain circumstances by WCAG (https://www.w3.org/TR/UNDERSTANDING-WCAG20/meaning-located.html). Bottom line is, if the option is to remove the title tag from images, it should not strip out all title attributes.
