Terms & Conditions Page?

Hello,

How do I set the terms & conditions page on the affiliate registration page. I see it has the box for the affiliate to check to agree to the terms; however, when I click on the terms link it doesn’t show any terms – it just keeps moving me back up to the top of the page.
