Comments – How to include Line Breaks?

I am using a theme by Brian Ellis – Blue Bye You –

Having issues with the comments as I would like to have break between paragraphs but everything seems to run together. Here is an example of the problem:

What can be done to fix this? I can’t seem to find the code within the comments.php to fix it. Guidance would be appreciated.
