Update Section and Appearance->Editor Missing

    Hi,

    Both the Update Section under Dashboard and Editor section under Appearance have disappeared all of a sudden.
    I tried deactivating plugins to find a solution.
    I also checked wp-config.php for define( ‘DISALLOW_FILE_MODS’, true ); which is absent from the file.
    I also confirmed meta-value a:1:{s:13:”administrator”;s:1:”1″;} is set for my user_id.

    What could be the issue?
    I was about to update to WordPress 4.5 when I realized this. Please help.

    PS: Noob in need of help.

    Can you add /update-core.php to the end of your URL to your dashboard hit enter. Does the update page load?

    It says,
    “You do not have sufficient permissions to access this page.”
