No tick box showing for accepting T & C.

I’m using WooCommerce 2.5.2 and have uploaded my site to an online environment for testing, but the tick box for accepting Terms and Conditions is not showing up on the check-out page.

I’m using the Paypal sandbox, and payments seem to work fine if I don’t require customers to agree T & C. However, if I turn on the requirement to agree terms, I am then unable to proceed to Paypal page, but get a message saying T & C must be agreed! Although the link to T & C Page is showing, and I can view that page there seems to be no way to agree to the terms!
