    You can customise the “teeny” version of the editor on the Plugin Settings page (Settings->Rich Text Excerpts). You should be able to add “formatselect” to the list of Toolbar buttons on this page, or “styleselect”, or any of the other TinyMCE controls. Another solution is to use the full version of the text editor for excerpts.
