in post #1, the author went to underscores.me and generated his new theme called simple-portfolio and then modified that over the next posts.
if you look at twentysixteen, it looks like they have generated a new theme by going to http://underscores.me and generating a theme called twentysixteen. they then tweaked it and eventually published it, many of the themes have a note in the theme info at the top of style.css referring to underscores.me. twentysixteen does not but others do.
there is no point in re-inventing the wheel every time you want to create a theme, use a starter theme like underscores to get a long way on the path to a new theme.

You’ve hit the nail right on the head. Underscores is a product of Automattic (Automattic is WordPress), so it’s not surprising to see it being used.

Quick note @claytonjames , Automattic makes WordPress.com which uses WordPress, and Automattic’s CEO is a co-founder of WordPress, but Automattic is not WordPress.

WordPress is developed by thousands of volunteers and backed by a non-profit foundation. Automattic is a for-profit company that uses the WordPress software and also contributes quite a bit back to WordPress.

My hasty generalization definitely merited some clarification!
In that dusty clutter in my head, “WordPress.com / WordPress.org / Automattic / Matt Mullenweg” always seem to get thrown into the same box.
