http://localhost/wp-admin/setup-config.php FAILS with 404

    Can you load:
    http://localhost/readme.html
    It should show a logo and version number etc.

    This will check that:
    A) Your web server is running
    B) That your WordPress files are where the web server expects to find them.

    If it does work then you need to check that the webserver PHP engine is working.

    Better late than never I guess. I was never notified of your response (though I checked the box). Sorry. I am on to new problems. I am starting all over.
