Are you using WordPress.com or are you running a self-hosted WordPress install?
I’m asking this because the Harmonic theme is available on WordPress.com, but there’s no way to add plugins there.
If you are using your own hosting company it might be that you have an editor account, and you just don’t have permission to install plugins. This can be changed if that’s the case
Hi, im not sure exactly what you mean but I created an account with wordpress.com and mapped over my existing domain name which resides on 123-REG?
I’m paying WordPress a yearly amount so I assume I am ‘using’ them?
I have an Admin account

As Fabio Fiss mentioned, WordPress.com and self-hosted WordPress sites (also known as WordPress.org) are completely separate. WordPress.com is a hosted service, with separate support and all questions about their services should be asked there.
But to answer you question, you cannot install plugins on a WordPress.com site. You can read more about the plugins here.
