Separate Menus from edit_theme_options

The capability to manage and manipulate Menus should be separated from edit_theme_options (i.e. the Appearance menu), so that an Editor can change the navigational structure of a site without having access to potentially damaging capabilities involving theme changes/edits.

This is not a new suggestion – it has been posted and lauded by many, going back several years. Is this something we can look forward to seeing soon?
