There is already some traction on this: https://core.trac.wordpress.org/ticket/24251
It’s taking time because SVG is essentially raw XML data, which would be a huge security risk to allow straight uploads.

If it is a security risk then just add an option with a warning telling people to check the files they upload. Having this option turned off by default but having a message or warning popup allowing people to use this type of file would be quite easy. It could be linked to the extension name as well.
That conversation hasn’t been touched for about 3 months and the full conversation is over 3 years long… It shouldn’t take that long to think of a smart way to support file that can easily help make responsive websites.

Options generally are separated into plugin territory. Are there plugins to support SVG?

Like I said, maybe, but the developers need to work through the security concerns first, and it’s not going to happen overnight.
I can guarantee you that the developers will not provide a feature that is a known security risk at launch.
