population of available widgets in widget area

Question 1-in widget area how are those available widgets populated? is it automatic from he availabel plugins we have?

Question 2- i asked because in the theme i used, i seem to have more categories than allowed in front page but i saw from widget map that there are many widget areas so i went to widgets but under available widgets i could not see how to place a specific category post previews under a widget
