The only way of sending a plain text newsletter only is by setting the subscribers as plain text. You can use the bulk action under Newsletters > Subscribers to set the format to TEXT.
We’ll add an easier way of sending a plain text newsletter only. I’m adding it to our development list so that we can provide this functionality in a future release.

I saw the bulk action for changing subscribers preferences.
It does the job but it’s not practical. For our use case it will be preferable to have the function on the newsletter edit screen which is were this decision is made on a case by case basis.

We’ve added the ability to choose the format (HTML/TEXT) per newsletter accordingly.
So if you choose plain TEXT on a newsletter, that is the format that it will be sent out to all subscribers.
We will release an update shortly with this feature added.
