Admin toolbar displaying on page even when logged out

There seems to be a caching problem on one of my web pages because it is displaying the black admin toolbar across the top of the page, even though I’m not logged in. Even more disturbing, other people at other locations report the same thing. Only looks to happen on one page of the site, the other pages do not show it. Also if I click on any of the links in the toolbar I am sent to the admin login window.
To try and fix I “cleared all caches” repeatedly with no change. Finally I deactivated the WP Total Cache plugin and the toolbar is finally gone from the page. I have this same plugin on several of my other websites, but have not noticed anything wrong there.
Is there a setting somewhere that will avoid this problem? I’d include a link to the site, but the issue no longer displays there.
