Fatal Error: Call to undefined function ipv4_in_range()

I turned on Cloudflare Development Mode to tweak the RSS feed on our website. It seems like this broke the plugin, because now I get an error:

Running WP 4.3 with Serverpilot + Digital Ocean, using PHP 7.0 RC.
Any idea what caused this? Removing the cloudflare plugin fixes everything. And it only affects the backend, front end works fine.
