Pre-Purchase Question: Event Registration

I’ve been trying out different event registration plugins with integrated paypal but they all don’t really work out for me.

Basically what I need is to be able to build an event registration form. Each attendee has to be able to pay through paypal (without needing a paypal account) after registering. There are also additional fees that can apply depending on certain options they choose while registering. For example, if an attendee chooses a VIP option, they would have to pay more. Can the paypal add on do that?
