It’s the time when your cron job runs. What time do you expect it to be?

I didn’t set any cron jobs.. Is it the wordpress cron or not?

If you don’t set a cron job then the first time your site is visited initiates the email sending.

It isn’t working like this.. I tested and I see that the email is sent alwasy at 00:00 AM (greenwich time) – (more or less)

This is because the first visit for the day starts email sending. If you want different time, select “Cron job” on the Arigato Settings page and setup a cron job.
