    (I answered a similar question earlier, so a partial copy/paste here):
    Due to the way I build the plugin initially it will stop running after after one free shipping rate has been found. It seemed a great idea at the time (“who needs 2 free shipping rates”, right?), but does limit it in these kind of cases.

    I’ve got no concrete plans at this time to change this as it will take a good amount of time to accomplish and it is a rarely asked feature/question (versus the optimization improvement I don’t think its a good road to take now).

    I do have another solution available for you, but it is a paid plugin ($17).. (I don’t like ‘steering’ people like this, but I think this would be your best option with fastest solution), The WooCommerce Advanced Shipping plugin is made with the intention of showing multiple shipping rates and will allow you to set things up as you described.
