How to allow the author role to change a page's author?

Is there a way to modify the Author role’s capabilities so that it can have the drop down box to change the author without also exposing them to the ability to edit users?

I’d like to allow my authors to give a page they’re working on to another author to work on, but it appears as if the author role doesn’t have the same drop down that admins and editors do. So is it possible to add a capability for this? Even more ideal would be the ability to allow multiple authors to work on the same page.

As an admin I can switch the author for them, but this is tedious and I’d like to give them the ability to do it for themselves.
