Thanks for the feedback! If you can give the developer version a try it may have the fixes for your issue. The very latest version (0.5.23) can be found by following these instructions:
-> Browse to http://wordpress.org/extend/plugins/duplicator/developers/
-> Click on “Development Version” link and download the zip plugin file
-> Uninstall your current version and install this one

The same problem for, me.
On completely fresh installation of WordPress 4.2.3, Duplicator version 0.5.22 it works well, but on my install it does not work.
I made some tests, and here are my observations:
1. This problem is theme independent. In step 2 “Back”, “Rescan”, “Next” buttons and checkmarks are not visible. Tried with my own theme, TwentyTwelve, Thirteen and fifteen as well. No luck.
2. This problem is plugin independent. Removed all plugins used in installation (except duplicator ofc), the same results.
3. The only difference between working fresh installation and non working, plugin free, standard theme one is couple of pages and posts added.
Conclusion:
So, I couldn’t find problem source. In my case, I installed fresh WP 4.2.3 and took current database from existing older vesion of WP. After installation WordPress said that database needs to be updated, which i did without any problems. In my opinion this WordPress database upgrading is an issue. It cant be anything else, as I said, I made my non-working installation as close to fresh as possible – no plugins, standard theme.
I will try to solve this on my own, but hope this helps!

Actually yes, My site is in Polish language (latin-extended subset).
I already made this work for me. Here is how:
First try was to get 3.8.9 version of WordPress (which is the same as website originally) then install Duplicator. It doesnt work, even with not upgraded database. Then I upgraded wordpress from dashboard, still no luck.
I decided to do this in another way. I installed fresh WordPress 4.2.3 (Polish), Import all sites, all posts and settings. In result I have exact the same site I had, but directly in newest WP.
And Like magic. Duplicator now works, even with couple plugins turned on and working. So it seems that upgraded DB from 3.8.9 to 4.2.3 is not the same as original DB from 4.2.3.

In a recent version of WP. The core code will try to update the DB on some system. This may be related to the issue. The overview can be found here.
