Replicate Page Header structure and effect

Hi All,
i’m wondering how i can insert in a different page position the page header as it is shown here http://nostraletour.com/enogastronomy-tour/

i mean i would like replicate the parallax effect, the cetred Text fade out and the wide box dimension exactly as in the page heater, of course just changing immage and text..

I Probably should create a template or something like this..

Any suggestion ??
