“Any other features” on a “black page”? What does that mean? This, perhaps?
I did not mention
“black page”?
I say the page is blank or white in other words there is absolutely no text or graphics

But what are those “other features on the dashboard”?
Often a blank dashboard means that not all WP files were uploaded (correctly). Try reuploading them, starting with wp-admin, and see if that helps.
I think it’s more likely that you have a plugin causing conflicts. If you have access to the Apache error log, check that out.
Or try renaming your plugins directory to ‘plugins.bak’ and then creating a new empty plugins directory. If your blog pages re-appear, then you know the issue was with a plugin. Add them back one by one until you find which one was the culprit.
I used the wp plug-in to automatically upload the latest version pf WP2.7
All other items on the Dashboard display and function normally exceptt for the following which return a blank page without nothing on them:
Plug-in Menu Item to the top right
Design – Themes sub-menu item
Design – Themes Editor sub-menu item
Design – Widgets – sub-menu item works normally
Consequently I cannot activate or deactivate plug-ins nor can I change the themes
I recall having read somewhere that blank pages may have to do with permissions. what that mean in this specific contacts as I am not a tech geek

Did you have active plugins when you upgraded (if yes: which)? Lightbox or something? You can ‘deactivate’ them by just deleting them using your FTP software.
