sponsor logo to float on left side of site

I have the images (sponsor logos) in the footer currently

I want them to appear along the left of the page and ” flow down or up as the visitor scrolls down” I don’t what terminology to use to describe what I want it to do. It should work similarly to how the social media icons float up and down as you scroll through the page.

How do I do this?
