Thanks for the reply but I don’t think that what I’m after. As I mentioned … It looks like the plugin only allows users with admin role to view or edit a popup. I need other user role to be able to edit the popup. Better yet only a specific user.
Is this possible?

That’s exactly what I pasted above. With that code, editors will be able to edit popups
Thank you. I added the code to functions.php but Popups still does not show in the Dashboard menu.
The Dashboard links for editor and contributor look like this: http://www.ironmountainhotsprings.com/wp-content/uploads/popup-no-show.png

Yes. Editor. I’m directed to a page with “You are not allowed to edit this item” message.

Not sure what to say, try moving that function to the top of your functions.php to see if it makes any difference.
We found an issue with another file.
Your code now works fine.
