No plug-in button at all?

    Hi,
    I am trying to find a plug-in that will allow me to have a discussion forum on my blog. The issue is that on my admin page, I see no option for plug-ins at all. I have looked under every tab but to no avail. Am I missing something simple or could it be another issue?
