Spanish version of English Form

I have a Spanish speaking customer and would like to render a Spanish version of our quote form. I read that Contact 7 can help me here, but want to understand how the user gets the Spanish version of a form. Does it require a login that had the spanish language preference for that user or is it something a guest can access just by giving them a different URL?

Do I create an English form and Contact 7 can translate it for me?

Do I need to have a Spanish speaking person translate it for me during the creation of it?

Can Contact 7 (or another plugin) translate the Spanish input back to English for me as the submission is sent to me?
