Expand horizontal page navigation

I am looking for a theme that displays a s a horizontal navigation bar, and the sub-pages for each of the page parent display not as a drop-down menu, but in a horizontal navi bar just below the main navigation bar.

I’m on the verge of pulling my hair out because I am not being able to recall which theme it was. Would appreciate any help.

Or if you could some plugin etc. that could allow me to modify my current theme to give the desired output.
