Make sure that the Shortlinks module is active at Jetpack -> Settings in your blog’s Dashboard.
If it is, I recommend asking at https://wordpress.org/support/plugin/jetpack#postform so the plugin’s developers and support community can help you with this.
I have a site that has this same issue after upgrading to 4.2, and it never had Jetpack installed before. It used to work without Jetpack.

It used to work without Jetpack.
Shortlinks have never been a feature of WordPress. The wp.me shortlinks are provided by Jetpack.

Hate to argue, but they were there and now, after the update, they are gone. As stated in my original post, I was not using the Jetpack version (that redirects from wp.me) I was using the default WordPress version that looks like http://website.com/?p=123 but which redirects to the actual url http://website.com/pretty-link/

Oh, those are permalinks, not shortlinks, even though that button calls it a shortlink for some reason, hence my confusion.
/?p=123 is the default permalinks structure, and /pretty-link/ is the post name permalink structure.
I just checked, and I still see the button under WordPress 4.2.1, so maybe something is conflicting.
Try deactivating all plugins. If that resolves the issue, reactivate each one individually until you find the cause.
If that does not resolve the issue, try switching to the Twenty Fifteen theme to rule-out a theme-specific issue (theme functions can interfere like plugins).

Deactivated all plugins, no joy.
Switched to Twenty Fifteen theme – nope.
I am using Twenty Eleven child theme. Is there any way I can re-add that button?

Huh, I don’t know what to say. I’ve looked at four of my installations, and it’s there. I don’t really know how to re-add what is already there. 🙁
Try downloading WordPress again and delete then replace your copies of everything except the wp-config.php file and the /wp-content/ directory with fresh copies from the download. This will effectively replace all of your core files without damaging your content and settings. Some uploaders tend to be unreliable when overwriting files, so don’t forget to delete the original files before replacing them.

Your image is what I am talking about. However, I have other websites running WordPress, all with different themes, some child, some original and it’s about a 50/50 mix, I think. Some show the button, some don’t. Can’t find a pattern.
Deleting and replacing WordPress core files sounds dangerous and time consuming. At this point it’s not quite that important to me. I think I can probably just copy the url shown on the edit page and configure a shortlink from that.
Hopefully others will have the same problem and someone at WordPress will be able to duplicate it and fix it.

I’m also not seeing the button.
It’s missing for me too on two different blogs that have different studiopress themes.
Jane, have you found a solution yet? I’m having the same problem and up until May 5thish, everything worked fine for me too.. then it stopped. I too do not use jetpack, and never have. Have it deleted from my sites. Are you using Yoast?
The only thing I can get to replicate is when the post is “scheduled”. When a post is direct to publish for me, my Shortlink button(permalink) stays put, but the minute you change the date, and schedule the post, boom gonzo.
The problem further causes posting issues in Facebook, if your blog gets shared. I have had to “debug” through FB’s Developer site in order to get the post done correctly (with correct sized media file).
Hope someone picks up on this problem. I’ve also posted a thread about it – hoping someone will see the issue.
I have the same issue. I thought it was because I wasn’t using Jetpack, so I installed it and still no way to use short links. I don’t know what the problem could be, @janew were you able to resolve your problem?
