Landing Page?

Simplest way to make a landing page? Is there a way to do this without paying monthly fees eg…40/month or yearly fees? I understand making a new template and starting with new page option. My template Genesis has option for new page Landing page but its not blank and has other things such as header, half footer eg….

Need a simple guide…..if that is possible…searching for days but every guide seems to get deep into code and child themes….
