    Found the answer. I based all my existing roles on a base role witout the proper rights, so naturally it wouldn’t show up.
    Changed that and now it is working.

    I use WP 4.2.2 and plugin version 1.2.38 of Photo Gallery.

    I too am looking for a way to allow all users/subscribers to be able to create galleries and upload photos. I also use the plugin User Role Editor, but this is not a capability. Any suggestions?

    Dear users,

    With all of the latest versions of the Photo Gallery there is an option for changing the roles of the users who can edit/view the back end files within Options>General Options section. Please update the version to get access to the stated option. Thank you.

    In last version 1.2.61 not work

    Dear vivapage,

    In General Options you will see Roles option. Here you should set the lowest user-level that can access and edit the files within the Photo Gallery Admin panel. Thank you.

    Photo gallery is available only if “Manage option” is checked in the role of editor. But I do not want to select “Manage option” for my clients and “Role Level” does not appear in the Global Options menu. I have the latest version. How to do ?

    Update to 1.2.63. There is no such function
