Personally I prefer not to create multiple images, but to have fields to select more images within a single widget.
Billboard plugin from iThemes is an option, but not an ideal one.

Unfortunately, it’s not possible to insert multiple images in the same widget with this plugin. For multiple images, y’all might try looking for a gallery widget instead. Let me know if you do end up finding anything!

Would love to try out the Responsive Image Widget, but it looks like it’s no longer in development. From what I see, the last update was July 2013.
