Lay text over image plugon

    i have a client that I am rebuilding a website for and he has a section of the site has a blueprint of a building with peoples names who are assigned to each room. Since the names assigned to rooms change twice a year and most of the people maintaining the site are not HTML savvy, they have created an admin interface to easily update this info. Please see attached. Currently this is done via some custom code in the admin but I am in need of a way do this in word press and was wondering if there is a plug-in that might be able to handle such a task.
