Thumbnail Issue

Hi, I seem to be having an issue when setting Thumbnail size. When I set for the preset selection to anything less the the 700 x X, it doesn’t resize the image as selected. Am I doing something wrong?

The preview is perfect, but when I save and place the shortcode on the draft page, its a very large image.
