But I checked that it was ok for my version of WordPress and according to this page it is: https://wordpress.org/plugins/responsive-photo-gallery/
It says “Requires 3.5 or higher . . . . mine is 3.5.1 . . .
I actually have the most recent WordPress installed and the most recent version of this plugin installed… this plugin seems incompatible with wordpress at this point. Creating a new gallery, uploading images to that gallery (either individually or in bulk) does NOT actually insert the images into that gallery.
In order to get the images to actually insert, you have to ensure to manually link the file URL and then insert into post. Otherwise it won’t work…
Mark this plugin as broken at this point, until they either auto default to linking the file url or having better instructions on making this plugin work.

Using [WRG id=xx] shortcode, you can publish image or photo gallery into any Page or Post in your WordPress sites.
In [WRG id=xx], xx is your gallery post id in numeric.

Plugin is working perfectly.
Now a question arises, What you do now?
As you told me upload is not working, i have a doubt, may be possible some JS error in at admin dashboard due some other plugin conflicting.
So, Deactivate all plugin 1 by 1 and try each time uploading image through our plugin dashboard (via add new gallery page).
And let me know if no success though.
