I think that would be great, which is why I made my plugin account for all images where I think it makes sense.
SilverOkami42,
I don’t know if I’m correct or not (since my original question was posted 6 months ago), but the RICG Responsive Images Plugin is being prepared to integrate into WordPress core in the very near future.
The most up-to-date version (2.5.0) of that plugin may already provide some sort of method to deal with pre-plugin uploaded images. Here’s the Changelog:

Shapeshifter 3,
Looks like you are right. I should look into it and see if it fully meets the need that I originally made my plugin to solve! Thanks for the heads up.
SilverOkami42,
The RICG Responsive Images Plugin was just updated to version 2.5.1. Here’s the Changelog: https://wordpress.org/plugins/ricg-responsive-images/changelog/ and here’s the GitHub Page for it: https://github.com/ResponsiveImagesCG/wp-tevko-responsive-images.
SiverOkami42,
Five things have recently happened that may affect whether-or-not you keep developing your own plugin:
1. The developers of the RICG Responsive Images Plugin made a Merge proposal for WordPress Core: https://make.wordpress.org/core/2015/09/30/responsive-images-merge-proposal/.
2. It was started with this ticket: https://core.trac.wordpress.org/ticket/33641.
3. The initial merge commit was here: https://core.trac.wordpress.org/changeset/34855
4. The Plugin’s current version is at 2.5.2: https://wordpress.org/plugins/ricg-responsive-images/
5. GitHub shows an upcoming version of 2.6.0 here: https://github.com/ResponsiveImagesCG/wp-tevko-responsive-images/pull/212
I would think that the RICG Responsive Images Plugin will continue to be updated until its full merge into Core takes place with the release of WordPress 4.4. I would also think that any Plugin Developers that currently focus on Responsive Images will have to adapt their own products to what the WordPress Core offers at that time.
