"Save" instead of "Save and Publish"

    I’m looking to disable a widget in a region of my theme…This is my mobile theme hence I do NOT want it published (activated). After going through live preview and customizer to edit my widget all i can do is “Save and Publish” not “Save”

    Is there any way I can save in customizer and not publish…? OR disable a widget from a theme that’s NOT active??

    I thought this should be easy :z please help and thank you in advance!
