Media library grey, Menu controls in Admin broken

This site hasn’t needed and changes beyond system updates in quite awhile, so I don’t know when these problems began.

1) The media library is all grey and it is unresponsive if I try to add an item to a page. On the front end all is well, this is just in the Admin.
2) The menu controls are broken. There is no drag & drop, and it is impossible to properly position a sub page. In one thread I saw a suggestion to disable Accessibility, but the Screen Options and Help dropdowns are broken on the Menu page as well(They work on other pages…). If an item is added to the Menu Structure panel, the little ‘page’ dropdown is useless, although it did reorder things in the left side list, not at all what it appears to be intended for.

There are no caching plugins, and so far I have been able to try switching browsers. I am unable to do additional trouble shooting like disabling all of the plugins until tonight when client isn’t open for business. I’ve been checking other threads, but haven’t seen this combination of issues so I wanted to get a jump on any additional ideas.
