nintensity as greaterweb pointed… try to switch to another theme and then try to switch back to your theme.
i am having the same problem, on 2.7. i tried switching themes, including to the default theme, and back to mine. but still no page templates in the admin panel.
i see that info is stored in the wp_postmeta table. can i just brute force it into the db and the template will get used?

If the default theme works, then it’s a theme issue – not a WP issue. Not all themes will work in 2.7.

ok, i have found something very unintuitive yet quite obvious.
in 2.7, when adding or editing a page, there is a little button/dropdown at the top of the page (on right side) labeled “screen options”. it is collapsed by default (for me anyway), and when you click it it expands. in that expanded section are several checkboxes for things to display on the page (titled “show on screen”). if you check the “attributes” checkbox, you get a new section on the right sidebar, for the page being edited. it includes a dropdown for the page template, among other things.
whew, so easy once you find it. maybe everyone else with this issue had already found that, but just did.
