WordPress will only show you languages in that list when you have the core WordPress translations installed. You can get WordPress in Burmese here: https://mya.wordpress.org/
I think my question is related to this topic.
my theme gives me the error when I ask to add new language.
the file is not writable. (in the directory the permissions are correct 755 for pertaining folders.
however I moved the site and the language files are showing Not Found and the path follows the old server example: oldserver.com/wp-content/themes/
instead of new server,
How do I create the language file and install it?

755
only means a file is writable by the web server if the user that the web server runs as is the owner of the file. Also to update an existing file the permissions must be correct on the file itself, not the directory. Directory permissions are only required for creating, deleting and moving files.
I’m not clear on whether this question is about Loco, or a general WordPress question. Can you clarify if your Not Found problem is related to the Loco Translate plugin?
