How to create static page that represents

Hello there,

I’m trying to create a homepage on this blog: http://blog.ink-global.com/ which would split in some way split the blog into two meaning when someone clicks Menu they’ll only see content that is related to that specific page (i.e. categories and when they click menu B they same would also happen.

What is the best way to achieve this?
