I think that rule will do it. You can change the HEX value to suit.
You should think about putting custom CSS in a child theme. There are plugins that can do it but I haven’t used one.

If you are modifying theme files, you’re going to run into a mess when you update WP – as default themes are overwritten. I’d suggest moving your changes to a child theme –

And then you can add the above CSS to the child theme style.css file.

Like I say, I have never used it and there are others.
Some themes have the function to edit CSS built in. I am not sure about Twenty Fourteen.

You just need a basic text file with the extension CSS. You could do that in Notepad but not in a word processor.
I think that you can get a plugin that will generate a child theme for you. I haven’t used it though.
