As the plugin warning says: “WordPress Cron is depended on the User. WP Cron fires only on the page visit so it can be inaccurate.”

So “At next page refresh” means that you (or someone else) must visit the page to actually fire the cron.

Well, then this brings up two questions, is there a way to make it fire automatically? or this is really a limit of wordpress architecture.

and if this is dependent on someone visiting the page, does it slow down the page load speed in anyway?

    thanks.

    Yes, yes and no 🙂

Yes – you can change it to server cron.
Yes – it’s WordPress architecture (but you can disable it)
No – it’s not slowing down your website (it’s background process)

Here you can find more informations and learn how to change WordPress cron to server cron.
