Say a bit more about what you want to do i.e “how do I build a web site” is too big but, “How do I make this part a certain color?” is better.

I went from complete noob to creating my own PHP framework… So, everything is possible. Start of with tutorials from YouTube, most of them are helpful and free!
so as you can see its bland and not very eye catching for business
The CSS layout is horrible… Maybe install a new theme?

The site appears to be using a commercial theme called u-design which I imagine is one of those ones aimed at non-coders with 1001 options to change how it looks. (I could be wrong).
If this is the case, as it is a commercial theme, documentation and support for it should be available from the theme vendor.

Your link did not work for me. Maybe as @travinum1 suggests, you look at installing a theme that suits you. Do plenty of research. There are thousands and thousands out there!
